Management team for Greater Anglia franchise

National Express Group PLC, the UK’s largest train operating company, is pleased to announce the management team which will lead the new Greater Anglia franchise.

The new management structure, led by Managing Director Tim Clarke, has been designed to reflect the distinct nature of the franchise which combines the existing Anglia, Great Eastern and West Anglia (Liverpool Street) services from the Wagn franchise (including Stansted Express).

Ian Rogers, Finance Director. Ian, aged 49, has been with the National Express Group Trains division for the past three years in the position of Finance Director for Central Trains.

Andrew MacPherson, Customer Services Director. In this newly created position to reflect our commitment to improving customer service standards, Andrew will be responsible for customer relations, customer call centre, service quality and the new Customer Service Academy. Andrew, aged 53, was previously Customer Services Culture Change Manager for P&O Ferries, and brings with him a wealth of experience in implementing employee change.

Mark Phillips, Operations & Planning Director will be responsible for Performance, Planning and Service Delivery Centres. Mark, aged 39, is currently Regional Director for Network Rail East Anglia.

Martin Dean, Sales & Marketing Director will be responsible for all marketing, service development, pricing and communications. Martin, aged 40, is currently Sales & Marketing Director for First Great Eastern and has extensive experience in UK public transport having previously worked for FirstGroup and Transport for London.

Steve Rees, Engineering Director will be responsible for engineering, depot management, fleet strategy and technical standards. Steve, aged 50, is currently Engineering Director for First Great Eastern and prior to that he was Head of Engineering Production for Eurostar UK Ltd.

Andrew Meadows, Human Resources Director will be responsible for employee relations and training & development. Andrew, aged 40, has been with the National Express Group for three years in the position of Human Resources Director for Londonlines.

Theo Steel has been appointed to the newly created role of Projects Director. Theo will oversee major projects such as the improvement the performance and organisation of Liverpool Street Station and the development of Stratford which are instrumental to the success of the franchise. Theo, aged 54, is currently Managing Director of First Great Eastern where he has worked for over five years.

Andy Sanders, Head of Safety & Environment. Andrew, aged 44, is currently Safety & Standards Manager for Anglia Railways where he has successfully managed safety management initiatives for the past nine years.

In order to reflect the distinct nature and size of the regions, the day-to-day management of the Greater Anglia franchise will be decentralised to five local Route Business Directors, each reporting to the Operations & Planning Director.


  • Clive Morris, Business Director Rural will be responsible for all services starting and finishing in Norwich/Ipswich including all stations to Great Yarmouth, Lowestoft, Sheringham and Felixstowe. Clive, aged 47, is currently Business Manager for Anglia Railways.

  • Richard Clark, Business Director Mainline will be responsible for all outer suburban and Inter City services between Liverpool Street and Ipswich/Norwich, Clacton, Walton-on-Naze, Braintree and Harwich Town. Richard, aged 37, is currently Operations Director at First Great Eastern.

  • Perry Ramsey, Business Director Metro will be responsible for all stations and services between Liverpool Street and Shenfield, Southend Victoria, Southminster and Upminster via Ilford. Perry, aged 43, is currently Operations Manager for c2c.

  • Liz Mullen, Business Director Stansted will be responsible for all services between Liverpool Street and Stansted Airport, and Tottenham Hale and Stansted Airport. Liz, aged 37, is currently Sales & Marketing Director for Anglia Railways and previously was Head of Marketing at ScotRail.

  • Mark Evans, Business Director West Anglia will be responsible for all stations and services between Liverpool Street to Cambridge, Chingford, Enfield Town and Hertford East except Stansted Express airport services. Mark, aged 49, is currently Route Director West Anglia and was previously Customer Services Development Manager for British Airways World Cargo.


One of the key benefits of the new franchise is that it will create a single operator for London’s Liverpool Street station. To reflect this Alan Perry has been appointed to the newly created role of London Terminals Manager Liverpool Street. Alan, aged 41, is currently Retail Manager for First Great Eastern.

Notes to Editors

  • National Express is the largest operator of train franchises in the UK. It operates c2c, Central Trains, Gatwick Express, Midland Mainline, ScotRail, Silverlink, Wagn and Wessex Trains.

  • At the end of January the Group signed a franchise agreement with the Strategic Rail Authority (“SRA”) to operate the new Greater Anglia franchise. The franchise which combines the existing Anglia and Great Eastern franchises and the West Anglia (Liverpool Street) services from the Wagn franchise (including Stansted Express) will commence operation at the beginning of April 2004.

  • In mid March, the Group submitted its accreditation questionnaire to the Strategic Rail Authority for the Intercity East Coast rail franchise which is due to commence in April 2005.
